Sanctions for large energy consumers who are not efficient

What changes for businesses? Let's take as an example with some extracts from the Italian decree law of 14 July 2020 (Legislative Decree 73), which entered into force on 29 July 2020.

[Art. 8] The most important change concerns a clarification regarding the obligation for energy-intensive companies to implement an efficiency intervention, present in a vague form and therefore difficult to apply in the 2014 Decree:
"[...] regardless of their size and to implement at least one of the efficiency interventions identified by the diagnoses themselves or, alternatively, to adopt management systems compliant with ISO 50001 standards, in the time interval between one diagnosis and the next, giving appropriate communication in the subsequent diagnosis of the implementation of the intervention itself;”
[Art. 15] Energy-intensive companies that do not comply with this obligation are subject to a pecuniary administrative sanction from € 1,000 to € 10,000. Still on the subject of penalties, with the new Decree the obliged subjects (energy-intensive companies or Large Enterprises) that do not carry out the Diagnosis are subject to penalties from € 1,500 to € 15,000 and to the warning to perform the Diagnosis within 90 days.
